Williams/Valenzuela Monitoring

The Williams legislation is aimed at identifying and correcting impediments to student academic success spelled out in the lawsuit. The new laws seek to ensure that all students have access to standards-aligned instructional materials and textbooks.

The Valenzuela legislation offers exit exam remediation and counseling services targeting students who do not pass the exam by the end of high school. The new law provides access to two additional years of exit exam remediation following the 12th grade for students in districts accepting funding from CAHSEE Intensive Instruction and Services Program.

QEIA Monitoring

The Quality Education Investment Act (QEIA) of 2006 was established for the purpose of implementing the Prop 98 settlement agreement between CTA, et al. v. Schwarzenegger, et al. QEIA provided $3 billion over seven years to 488 low performing schools in California. These schools, ranked in the lowest two deciles by the state's 2005 Academic Performance Index, have high percentages of low-income, minority and English learners.
